Scunner and Raiju probably were, they were played for defence after all. Probably wouldn't happen often though, Kaiju are primarily offensive weapons after all and for Earth that means operating on land. Also, the plural is still Kaiju, not Kaijus.

<p>I'm quite certain they weren't solely aquatic. They clearly had legs instead of flippers. Don't confuse their natural talent for aquatic movement (which all Kaiju possess) for an inability to fight on land.
</p><p>And yes, trying to camouflage a Jaeger as a Kaiju would be pointless. Not only would a Kaiju recognize the deception through the hive mind, but until the Double Event there was never more than one Kaiju through the breach at a time.
